The FBI’s Resource Planning Office (RPO), which is part of the Director’s Office, is leading the FBI’s efforts to maximize operational efficiency through re-engineering and automating business processes. Many of the FBI’s business processes are paper-based, manual, and time consuming to operate. These business processes must be re-engineered and, where appropriate automated, to improve the efficiency of the organization and redirect resources from administrative functions to operational ones.
The Business Process Management Unit (BPMU) is a new unit within the RPO that was created to re-engineer and automate mission-critical FBI business processes. The BPMU staff leads the effort to use the FBI’s enterprise workflow tool, Metastorm BPM, a Commercial Off The Shelf (COTS) product.
To help the Resource Planning Office continue achieve operational improvements in critical performance measures such as cost, quality, service, and time, the FBI seeks to hire Information Technology Specialists (IT Specialists). Duties include, but are not limited to the following:
• Design, develop and test automated business processes using Metastorm BPM tools.
• Develop and maintain process related scripting, databases and reporting.
• Maintain a library of reusable Metastorm BPM process components and scripting for future uses.
• Support user testing and production deployment of improved business processes.
• Assist in Configuration Management of MetaStorm BPM and custom components of BPM environment.
• Design and build reports to track metrics from automated business processes.
• Acts as a BPMU customer interface for business process improvement project analysis and design.
• Participate directly in FBI business process improvement analysis and requirements gathering sessions to map out as-is process and collect current process performance data.
• Develop functional and technical process requirements and assist in monitoring mechanisms to measure improved project success.
• Analyze simulated modifications to new business processes, using Metastorm BPM Suite tools to identify potential improvements.
Qualifications
Requirements for the IT Specialist position include:
• U.S. citizen
• Computer languages and experience that may be helpful to the applicant include: Hyperion 9, AVAScript, JScript, VBScript, .Net, SQL, Oracle development, and any workflow development experience.
• Major study to include: computer science, information science, information systems management, mathematics, statistics, operations research or engineering, or course work which required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
• Applicants must have superior academic achievement determined by: (1) the cumulative grade point average of 3.0 or higher upon completion of your four year (bachelor’s degree); (2) class standing – must be in the upper third of the graduating class; or (3) honor society membership.
• Strong interpersonal and relationship-building skills and the ability to work well with others
• Demonstrated ability to gather and synthesize data, coordinate and facilitate analytical products, review and evaluate findings, and make recommendations to senior management
• Outstanding written and verbal communication skills
• Unquestionable integrity and trustworthiness
• Ability to obtain the requisite FBI Top Secret security clearance, which requires a thorough and rigorous background investigation, a polygraph examination and a drug test, as well as the ability to conform to the FBI’s policy concerning past drug use.
